alvin - Not sure if you are in the U.S. I think what you may be thinking of is what we call Neighborhood Watch. I think I saw some discussions about it on another thread. Certainly a well organized Neighborhood Watch group could do much to reduce or even prevent some of the disruption people fear may happen during a pandemic.
I vote for prevention. Some disruption will be noisy, as in I’m strong and I want to break into your house so I can steal your cans of tuna and sell them. Another disruption will be silent, as in I’m old and weak and I can’t shop for myself. Ideally, we might put the strong to work for the common good and maybe specially for the weak, somehow.
I don’t know how this could be done.
It all depends on the person. Look, Mom11 has a daughter who went to Mississippi to help build houses for Katrina devestated families. Here on the wiki we have a influx of bored college boys thinking their smart. Can you imagine mobilizing a bunch like that into something constructive, or are they going to be sitting there with a beer in hand hatching up stupid and stupider, dumb and dumber prank.
We cannot “mobilize” each other. We can “invite” each other. Much more powerful in my opinion.

I think helping the elderly and disabled is where we will see church groups, youth groups, social organizations stepping up to help their communities. In towns that have senior service agencies there will possibly be people organizing through such agencies to help others.
