China urges vigilance against SARS, bird flu

BEIJING (Reuters) - China’s Ministry of Health has urged local governments to be on alert for SARS and human cases of bird flu and to strengthen prevention against epidemics as winter approaches. Severe Acute Respiratory Syndrome first emerged in China’s southern Guangdong province, and the country is at the center of the fight against the H5N1 bird flu virus, with dozens of animal outbreaks and 21 human cases since 2003.

“Experts believe that currently China has already entered the high season for respiratory disease,” the ministry said in a statement on its Web site (www.moh.gov.cn) on Tuesday.

“The health ministry demands that all localities strengthen supervision and reporting of cases of pneumonia where the cause is unclear, human cases of bird flu, ordinary influenza cases and SARS,” it said.

Local authorities must “immediately report outbreaks and adopt measures to prevent and control epidemics,” the statement said.

China was widely criticized for its initial coverup of a SARS outbreak, which contributed to its spread around the world.

Experts say management of outbreaks has improved, but the government has acknowledged a lack of administrative capacity and a willingness among local officials to disclose information.”

Bird flu kills woman, raising Indonesia’s death toll to 57

JAKARTA, Indonesia: A woman died of bird flu on the western outskirts of Indonesia’s capital Tuesday, raising the country’s death toll from the virus to 57, a senior health ministry official said. The 35-year-old female from Tangerang city died after four days of hospitalization, said Nyoman Kandun, adding that the source of exposure was still under investigation.

“Her death brings the (country’s) death toll to 57,” he said.

With the latest death, the case-fatality rate for avian flu in Indonesia is 78%, whereas Vietnam, with 93 cases and 42 deaths, has a fatality rate of 45%. According to the WHO tally, the overall case-fatality rate is 57% (230 cases, 132 deaths).

China expert urges cooperation on bird flu

 A prominent Chinese health expert has called on scientists in Hong Kong and China to cooperate and conduct joint research to prevent a flu pandemic, a pro-Beijing newspaper reported.

The call comes after China’s Ministry of Agriculture and Chinese scientists criticized scientists in Hong Kong and the United States in recent weeks for publishing a study saying that a new, vaccine-resistant strain of the H5N1 bird flu virus had emerged in China.

Zhong Nanshan, a respiratory disease expert based in China’s southern Guangdong province, told the Ta Kung Pao newspaper that both sides must communicate.

“China and Hong Kong are one family and they may be facing a dangerous co-explosion of the common flu and avian flu in coming days. I hope there can be more co-ordination, sharing of information in the future,” he told the newspaper in an interview published on Tuesday…”

A 35-year-old bird flu patient is in intensive care in an Indonesian hospital and has not died, as a senior Health Ministry official mistakenly said earlier.

Health Ministry official Nyoman Kandun apologised for the mix-up and said Indonesia’s death toll from bird flu remains at 56.

A spokesman for the Sulianti Saroso infectious diseases hospital also said the woman was alive.

A two-year-old boy died in the same hospital on Monday.

Bird flu risk ‘highlighted’ in new hard-hitting report

A new report published today questions whether wild bird imports can be justified in the light of the consequences of the trade for both health and welfare.

The report’s authors - the European Food Safety Authority - were asked by the European Commission to report on the risks of disease being imported with wild caught birds.

They conclude that the trade presents a “very serious” hazard when assessing the possibility of introducing diseases such as bird ‘flu into the European Union.

“The risk assessment level for disease spread as ‘very serious’ is at the very top of their assessment scale,” said John Rolls, RSPCA director of Animal Welfare Promotion.

“The report also highlights the cruelty of the capture and ongoing captivity of wild birds. It provides strong arguments for making the current ban permanent.”

The RSPCA is campaigning for a permanent ban on the import of wild caught birds.

The EU is the largest importer of wild caught birds in the world, responsible for over 90% of imports of threatened and endangered species.

A temporary wild bird import ban was first introduced in October 2005 as a precautionary measure to reduce the risk of importing bird ‘flu.

The ban has been renewed several times and is due for review shortly as it expires on December 31 this year.

EFSA commissioned today’s report to assess both the welfare and health risks of importing wild birds.

John Rolls said: “The European scientists confirm that up to 70 per cent of wild birds die during trapping and in transit before they even reach quarantine. They hint that the safest and most welfare-friendly course would be a permanent ban on this cruel and unnecessary trade. The RSPCA agrees.”

In relation to the above, recently Agriculture Canada has been asking for management volunteers (food inpsection) willing to come into to work, should a pandemic be declared. This has not made it into any media reports. As far as I’m aware, nobody is beating the door down. The folks they are asking are aware that they are at higher risk.

Brookhaven target new anti-SARS virus drugs

“Scientists at Brookhaven National Laboratory have set the stage for the rapid identification of compounds to fight against severe acquired respiratory syndrome (SARS), the atypical pneumonia responsible for about 800 deaths worldwide since first recognized in late 2002.

1997 Hong Kong H5N1 Strains

This strain does not survive complete drying at room temperature. Not surprisingly, the temperature at which it is stored affects its survival when in moist feces.

At 40C (39F) it survives for over 40 days without detectable loss in viability.

At 25C (77F) it is inactivated after 8 days.

At 35C (95F) it is inactivated after 2 days.

Study Shows Costs of a Worldwide Pandemic: Staggering

A specialized information network known as MIDAS, short for Models of Infectious Disease Agent Study, shows an avian flu outbreak could wreak serious havoc on people and economies around the world.

Since 2003, H5N1, better known as the avian flu virus, has spread to nine countries, mostly in Asia and Africa. Health experts fear the bird-borne virus could mutate and spread among humans. If that happens, new computer models suggest the outcome would not only be deadly, it could also cripple the global economy.

Joshua Epstein is a member of the computer simulation project. “We have computer scientists and epidemiologists and demographers and economists and very diverse teams of people contributing to aspects of the modeling,” he said. “And government agencies, for example: the transportation data needs to be obtained from the FAA and other agencies. So it involves big-time computing, big-time expertise and a lot of quite creative collaboration, not a small project.”

The project’s objective is to develop strategies that would limit the worst outcome of a global epidemic. Warwick McKibbin, an international economics professor, says an uncontrolled outbreak of pandemic influenza in Southeast Asia would send shock waves around the world.

“When people get sick or die the labor supply changes. People don’t go to work or they die. That changes the capacity of the economy to produce. It disrupts production, that’s one serious shock. Another shock is that industry has to take some sort of action and that usually raises costs, depending on your industry it could raise costs a lot — in the tourism industry for example,” said McKibbin.

And there’s a wide range of scenarios. McKibbin says the mildest foresees a nearly one percent drop in the world’s gross domestic product. “For the most severe, the ultra scenario, it was very dramatic. We had over $4.4 trillion wiped off the world economy. 140 million people killed. So the individual consequences were severe — the death rates. But the economic consequences were also severe.”

Unfortunately, McKibbin says, most countries are not doing enough. “I don’t think we are. We certainly are not spending enough in developing countries in public health systems for example. Because by the time this pandemic influenza breaks out from Asia, you can’t stop it at the border. So what really matters is preventing it in the first place.”

I do not see any mention of flu in this write up. No respiratory component. Symptoms sound gastro-intestinal.

Translation:

“The Visitor and Patient Registration Area at Kutvolgyi Hospital in Budapest has been closed. Six floors/wings/departments have been closed completely because of increased patient complaints of diarrhea, high fever, vomiting, chills and (abdominal distress/cramping/? - not completely sure about this word). The Medical Officer, Bujdoso, said we are seeing more of these symptoms at this hospital. The onset of symptoms is 6–48 hours. They will remove the quarantine if the patients are symptom-free for 3 days.”

I was told by my Hungarian friend that closure of hospitals has happened before for infection. She says that these closures also involve “lockdown” of the staff. She said she would monitor the local TV for more info.

My guess as to his meaning is that the planned secret tests of media response to a “fake” pandemic were already run and the results will soon be made public. If this is true, then obviously the media buried the news of the “outbreak”, as none of us heard a thing. That could be quite interesting to investigate (who was behind blocking this story from the public and why…and what does that portend for us if an actual outbreak does occur?)

The United States and México today announced the signing of an agreement to boost cooperation on pandemic influenza preparedness among the six Mexican states and four U.S. states that share the international boundary.

Meeting in Hermosillo, Sonora, México, HHS Assistant Secretary for Public Health Emergency Preparedness Craig Vanderwagen and the Mexican Director-General of Epidemiology of the Mexican Federal Secretariat of Health Pablo Kuri signed a joint declaration to strengthen the commitment of the two nations to coordinate preparedness efforts, domestic and international disease surveillance activities, and response planning in the event of an outbreak of pandemic influenza.

“An influenza pandemic knows no political or geographic boundaries and responding to a potential outbreak will demand the cooperation of all nations, especially those that share common borders like México and the United States,” Assistant Secretary Vanderwagen said. “This agreement reflects the strong relationship between our nation and México and is a critical step in protecting our citizens.”
