I am looking for reference for some local small town pandemic plans. Population 15,000. No hospital, 1 doctor, 300 nurses, therapists, etc.
Border to other state, 2 cities of 75,000 people each, 22 law enforcment personel and about 20 firefighters.
Part time health inspector.

If you find a comparible city in Florida, Contact thier Emergency Operations Center (EOC), or their Public Health Department. They are the ones leading pandemic planning in Florida. Also, they would more likely to have plans in the works that make sense. Just explain who you are and what you are looking for… Better yet… Contact DOH for the state of Florida… I have actually had good response from them.
My Town’s plan now includes using me, my passion and my knowledge to help educate and prep the residents.

The fed govt (through CDC) has given funding to Centers for Public Health Preparedness throughtout the US to partner with their LHDs to assist them with plans. Go here http://tinyurl.com/zxfb3 to find your nearest CPHP.
There was a thread closed today that I wrote about the mongomery county health dept’s plan outside philly. The pop and city size is bigger but its a “decent” start for a plan. If you can answer the questions I wrote to that DOH as well in the candle in the wind thread your city would be pretty well off. Most of the plans I have read are more of a list of pre existing plans that would get activated. For example the hospitals go into mass casualty mode etc.
